Welcome to the Right of Way Manual Page

The purpose of the CDOT Right of Way Manual is to provide guidance in all phases of acquiring, managing and disposing of real property. It is based on federal and state statutes, rules, policies, and procedures related to the real estate, condemnation, and relocation. By this manual CDOT strives to ensure the use of uniform procedures and the compliance with federal and state law to achieve an effective right-of-way program. The acquiring agency is responsible for adhering to this manual.

The Right of Way Manual is a living document. Any changes to these chapters will be posted quarterly (January, April, July, October) unless a substantial change is made which requires immediate updating. It is the responsibility of the user to check for revisions.
